Before writing this I emailed Noir's feedback address on 9 September with the same points, so a reply here asking me to "get in touch by email so we can look into it" is not going to cut it. Three weeks on, that email has had no response. Neither has anything else.

I was placed through Noir in 2023, and that process was fine, so this is not a grudge. After being made redundant this summer I applied to more than 30 .NET roles they advertised on LinkedIn, most of them a close match for my background, several where LinkedIn showed me as a top applicant. I also uploaded my CV through the Drop CV page on their site. Total responses: zero. Not a rejection, not an acknowledgement, nothing.

What I noticed along the way is that the same job description keeps coming back every few days with a different city or a changed keyword, posted as new each time, so it always shows as a fresh role with no applicants. Whether there is a live vacancy behind each one, I can't say. It feels like there isn't, and if that's the case I'd like to know what happens to the CVs. I've now sent a subject access request to their Data Protection Officer to find out who my data has been shared with. If it goes unanswered, the next step is the ICO.

If you've had the same experience, a subject access request costs nothing, and LinkedIn's Help Center has a form for reporting this kind of posting pattern.

I can only assume the jobs they advertise are fake. I've never had a response from them, not even a thankyou for your application. They flood Linkedin and Indeed with crap, so you can't avoid them, and in this downturn in the job market actually quite scummy.
