Ah yes, because actually reading what you agreed to would ruin the outrage.
The policy literally states that there are no cancellation fees if you withdraw your application before the landlord chooses you. The fee only applies after the landlord has accepted you as the tenant and you then reject the agreement. At that point, they consider it a cancellation on your part, something you explicitly agreed to when applying.
So the real lesson here isn't "scammer policies." It's: read what you're signing, and if you've found another place, withdraw your application before you're selected. It saves everyone time, and, apparently, a lot of unnecessary angry posts.
And by the way VAT IS 21% :/
