Phoenix Safety Consultants — Cosmetic Regulatory Compliance for the EU, UK, USA and Middle East Phoenix Safety Consultants is an international cosmetic regulatory compliance consultancy. We help brands, manufacturers, importers, contract fillers and private-label sellers place cosmetic products on the market legally in the European Union, the United Kingdom, the United States and the GCC. Our work covers Regulation (EC) No 1223/2009, the UK Cosmetic Products Enforcement Regulations 2013, the US Modernization of Cosmetics Regulation Act (MoCRA), and GSO and SFDA requirements across the Middle East. Our services span the full compliance lifecycle. We prepare Cosmetic Product Safety Reports (CPSR Part A and Part B) signed by qualified Safety Assessors, compile and maintain Product Information Files (PIF), and complete CPNP notification for the EU and SCPN notification for the UK. We act as EU Responsible Person and UK Responsible Person, author Safety Data Sheets under CLP and GB CLP, and review formulations and INCI listings against Annexes II to VI, including fragrance allergen declarations. We also handle label and artwork review, claims substantiation under Regulation (EU) 655/2013, toxicological risk assessment covering impurities and NIAS, ISO 22716 GMP support, guidance on stability, compatibility, preservative efficacy and microbiological testing, and US FDA facility registration and product listing under MoCRA.

Absolutely outstanding service from start to finish.Phoenix Safety Consultants delivered far above my expectations — fast turnaround, clear communication, and genuinely expert guidance throughout the entire cosmetic safety process.
They handled my CPSR, PIF, SDS and SCPN with complete professionalism, and every document was thorough, compliant, and easy to understand. What impressed me most was how quickly they responded to questions and how confidently they guided me through each step. You can tell they’ve supported thousands of brands — the experience shows.
