Warning: This is a scam operation impersonating the South Sudanese government.
They contact companies pretending to be from the Ministry of Defence and Veterans Affairs (using names like Dr. John Moduk). They engage in lengthy discussions about protection contracts, request technical proposals, and build trust over time.
Once they have your attention, they direct you to submit financial proposals and eventually request payments (often in crypto) "to secure" or "process" the contract.
Key red flags:
They do not use an official South Sudanese government domain (.gov.ss). The site is modva-rss.com.
Servers and email infrastructure are hosted in the United States (InMotion Hosting), not South Sudan.
They have created/manipulated a Wikipedia page to appear more legitimate to AI tools and researchers.
This is a classic advance-fee / procurement scam that wastes significant time before asking for money. Do not engage. Report to authorities and hosting providers.
